I'm having the same issue

Can confirm as well, I randomly had it for a turn

This happens when I cross the border of an overmap tile in front of my vehictle if its bumper is exactly 9 tiles away from the border.

To reproduce:

• load my save
• step on the top-left, left, or bottom-left tile. You will enter the adjacent overmap tile and get the cramped space message
• park the car 9 tiles away from the south border of the overmap tile: the affected tiles are now at the south border
