Zombies using stairs to teleport through floors

In a subway station, aggroed zombies on level above, instead of using stairs properly, zombies teleport down z level?

Steps to reproduce

zombies on upper level of subway station be on lower level go up stairs to aggro them pop back down watch them teleport through cieling to north side of room

Expected behavior

zombies use stairs normally

Subway station stairs aren't aligned, this is a fairly well known issue and I'm not sure whether it's solvable until they're unhardcoded.
