Mouse input not working in the escape menu

Describe the bug

In the escape menu when using LMB, the option highlighted by the mouse is not respected. Rather it selects the top option (view help) or the option highlighted by the keyboard beforehand. I believe this issue is likely since #74341 .

Steps to reproduce

1. While in game press escape to open the menu.
2. Mouse over an option that is not the top one.
3. Use LMB (or enter) to choose the highlighted option.
4. Observe as the Help window opens instead.

Expected behavior

I expect the chosen option to be opened instead.
