Mapgen: Can't start Last Mage on Earth scenario with only Mind Over Matter and Magiclysm #76062

Describe the bug

I consistently get an "unable to generate a valid starting location Last Mage on Earth Shelter [slo_last_mage_on_earth] in a radius of 3 overmaps, please report this failure" error when trying to start the Last Mage on Earth scenario with only two additional mods, Magiclysm and Mind Over Matter

Steps to reproduce

  1. Create a new world with Mind over Matter and Magiclysm
  2. Create a new character with the Last Mage on Earth scenario
  3. Encounter the error Unable to generate a valid starting location Last Mage on Earth Shelter [sloc_last_mage_on_earth] in a radius of 3 overmaps, please report this failure.

Expected behavior

The location generates the first time, as it would with only Magiclysm.

Additional context

With only Magiclysm added as a mod, the starting location is found the first time, every time.

I will likely be closing this because I did see both of those spawn on a debug compile yesterday testing aftershock, magiclysm, mom and Xedra Evolved on the same world one after the other. Almost always that message means something completely different than how you’ve interpreted it.

Please go back and add the additional details of things that won't spawn. I did a poor job of explaining why I was likely going to close it. In general when someone makes this report it means that a location is having trouble spawning because they have too many mandatory locations being added from mods and it will eventually load in and start. In this case if you go a few weeks back in releases MoM and Magiclysm Last Mage on Earth spawns in one try every time. And if you try this same start in today's release it fails every single time. I should have said that I was going to test this and if it worked one out of six tries that would be enough to consider this an inaccurate bug report. But you are correct something has changed between the last month or less and I tried six starts for Last Mage on Earth and every one failed.

I removed the additional details because I didn't take adequate notes during testing; it was just nonsense.
