Choose a spell menu does not scroll when there are too many abilities to list

Describe the bug

If a character has too many abilities to list in the menu it doesn't create a scroll bar to show the rest.

Steps to reproduce

1. Make a character with a spell casting start (Magiclysm) and all the "Awakened" psionics backgrounds.
2. Once in the world, open the spell casting menu
3. Observe that the spells to cast overflows the height of the window (they can still be selected by scrolling with the keyboard)

Expected behavior

Player should be able to clearly and easily scroll through a list of spells/abilities when selecting what to cast.
