Cant bring up the HWP with cranberry

Describe the bug

you cant bring up the topic of cranberrys gun in the hub after completing "return to sender" contract

Steps to reproduce

find the hub
complete the convoy contract
talk to cranberry in the lobby

Expected behavior

i expected that the HWP option were to be there but its usually not in previous playthroughs ive done cranberrys quest but still cant get or talk about the HWP

ive played previous runs where ive ran into the same issue, ive even completed cranberrys quest and it still doesn't let me acquire or talk about the HWP

Do you fulfill any of these conditions? at least perception of 10, mechanics 4, or 2 in marksmanship
