Probably the same issue as the floor. Flowers are considered a "furniture" for code purposes, so needs a workaround.
I gotta say, these are some amusing bugs we've had lately.
When you say colliding, do you mean the vehicle is being stopped or taking damage?
the shopping carts are stopped, and i would guess larger vehicles may take damage (but they run them over, like with shrubs)
related, i saw that carts now cannot be dragged over open windows or windowframes (no problem about that, seems correct, at least for heavy laden carts)
@kevingranade yeah its what jcd000 said; they're treated like shrubs. I haven't done a damage test or anything though, but I think they can stop acceleration. Plus, I like flowers, and wish they didn't vanish due to the shadow of my undercarriage.
Seems reasonable to add a 'short' flag or similar that keeps terrain from interacting with anything but the wheels of the vehicle, might also be used to let drug vehicles go over them. Likewise for the mirrors.

Mobile Meth Lab isn't that low-slung! :-P But yeah, dragging vehicles ought to be able to handle it.
I feel like making a shopping cart go over a hedge is a bit unusual. But then, anything with casters should be awful going over rough terrain at all...
That's a good point, I was referring to the flowers regarding letting shopping carts go over them, we might need tiny for flowers and such, and small for shrubs.
Also, just found out they also hit fallen tree trunks though they didn't used to, although that seems correct really.
In recent versions, vehicles have been colliding with flowers in fields when once they passed over them. Is this intended? it seems wrong that either the car would be hurt or the flower would be useless. Also, would it be possible to have mirrors pass over bushes and forest-bushes? One would imagine them high enough to avoid getting thwacked off during a near-miss with a shrub.
