Add dynamic buildkite pipeline #75

This PR implements a dynamic buildkite pipeline for the surface fluxes perfect model experiment. This will be used mainly to show how a pipeline for a single experiment can be spun up on buildkite. The dynamic pipeline will probably use julia in the end!
