add _rho_to_sfc function? #15

This function appears in atmos, coupler, and lsm. We could add it here, or in Thermodynamics.jl

ClimaUtilities is mostly a toolbox and it doesn't care about physics. I think we should leave science to science packages, so I would say that this is not the right place for this function.
