Bump version for a new release, delete NEWS.md #447

This bumps the CloudMicrophysics.jl version to allow merging P3 example in KID.

I also deleted the NEWS.md. We weren't very good at updating it and whatever was there, was basically repeated automatically by Github when doing a release. Lets just make sure that our PR and commit descriptions are informative. I think this repo is small enough that we can get away with it.
