Make condensation GPU compatible

[edejong-caltech]

Rewrites condensation dynamic to (hopefully) be GPU compatible...

• replaces iteration with mapping
• changes pdists argument to be of type NTuple
• adds allocation tests
• updates helper functions and other relevant tests
