activate only at cloud base #166

Here is my attempt at activating only at cloud base and then advecting things up. I added advection of both aerosol and cloud droplets.

Things to fix:

bc at the top
threshold used to define what is cloud base. - right now I have S_Nl = 1e7 but ofc thats not very general

I'll merge this PR as is. Hopefully in the next couple of weeks we will get some help in testing the definition of cloud base and how the activation depends on updraft velocity and aerosol number concentration. Based on those tetsts we might want to revisit how we define the cloud base.
