Two new keyword arguments to wind_mixing/src/data_containers.jl's data function:
subsample_frequency (integer) - keep every subsample_frequency timesteps for training (this is specifically for GPR so that the GP model is able to handle large datasets).
enforce_surface_fluxes (bool) - whether to set the flux at the topmost grid point (z=0) equal to the surface flux for the uw and wT profiles.
