Add per-grid-point capability #178

Need to add per grid point capability to port with CLIMA

1) Per grid point of spectrally resolved optical depth

Structs

[x] AtmosphericState
[x] InterpolationCoefficients
[x] OneStream/TwoStream
[x] SourceFuncLW
[ ] SourceFuncSW (not actually tested)

Methods

[x] interpolation
[x] compute_gas_tau
[x] compute_τ_absorption
[x] source

2) Swap integration order

[ ] Find integration over wavelength, and implement method to operate on optical depth, rather than fluxes
