Set JULIA_MPI_BINARY=system #26

This is required for upgrading to MPI.jl v0.14 (https://github.com/CliMA/ClimateMachine.jl/pull/1069)

Note we only have to set this in the init scripts, as it used at build time (and preferences are saved in the depot)
