Add more issue templates. #1322

Rightnow there is only bug template. I think we should add more types of issue template, such as: enhancement, question, features.

Thanks @JackyWoo. Yes, I'm aware of this, but I thought it would be updated eventually so that all client repos will have same look-and-feel.

@mshustov, do you want to take care of this or I can make changes as needed?

It makes sense to add a template for an enhancement request. I can prepare one. Not sure about question or features, though. What would you like to find there?
