[client-v2] JDBC Refactoring: Statement #1725

Describe the bug

After client v2 gets complete replacement of internals and considered as production ready we need to implement JDBC driver on top of it.

This issue is about refactoring Statement implementation and related facility code:

Initialization
Configuration
Batch sending
Query parsing
Exceptions

ClickHouse server

ClickHouse Server version:
ClickHouse Server non-default settings, if any:
CREATE TABLE statements for tables involved:
Sample data for all these tables, use clickhouse-obfuscator if necessary
