Build: Bump ClickHouse Java client to 0.6.2 #342

Summary

This PR aims to upgrade ClickHouse Java client from 0.6.0 to 0.6.2, namely, https://github.com/ClickHouse/clickhouse-java/issues/1547 (fixed in v0.6.0-patch3 is required for this connector to support ClickHouse server 23.10+

The whole release notes of ClickHouse Java client can be found at: https://github.com/ClickHouse/clickhouse-java/releases

CI is updated to cover ClickHouse 24.3 (latest LTS version) and 24.6 (latest stable version)
