I have investigated Microsoft Azure, but I have not yet worked out how to give other users permission to access the virtual machines I could spin up.

1200-1500 GBP for a server at Strathmore; plus a management fee (with a 1000GBP option)

I span up a public instance of a Hosted version of CKAN which is accessible here
