FAIR/SCC #3

Integrated necessary notebooks and functions from pFAIR repo to calculate SCC point estimates and damage function uncertainty. README should accurately depict what users can/can't do from the paper, and notebook should generate SCC csvs and pdfs of certain appendix charts that save in relevant output directories.

Still need to add files to produce the following figures:
