Add docs with pdocs CD workflow to Github Pages #205

Adds automated doc builds/deploy with pdoc. Changes should be deployed to https://climateimpactlab.github.io/dodola/ on pushes to main.

We'll try this out and see how it goes.

Okay, this is live now. The pdoc part was pretty simple, the tricky bit was getting the new gh-actions workflow and Github Pages to build and deploy properly with micromamba for a conda environment.
