We have cruft service accounts on Google Cloud and service principals on Azure for Github Actions to push container images to each cloud provider's container registry. We no longer need these permissions because containers are now publicly served from Github Container Registry. Should remove this cruft.

I manually deleted the AZ service principal. The instructions documenting this SP are removed in PR #614.

With #614 and #613, I think this is resolved. Closing.
