Drop Azure Terraform resources #628

We are no longer using Azure for cloud infrastructure, so completely removing Terraform stuff used to manage those resources.

These resources were manually deleted along with the Azure directory.

@delgadom Put you for review because you did the manual delete. I don't think this needs a heavy review. Just removing all Azure Terraform stuff here. Mostly an FYI. I also disconnected Terraform CI/CD stuff -- only GCP stuff remains.
