Fix bad city daily diagnostics from [0, 360] longitudes in climate fields #656

Updates produce_paper_data.ipynb notebook and rerun "daily" and "clean-daily" diagnostics to fix errors. City's time series were not correctly placed when diagnostics were run with climate fields using longitude from [0, 360]. This also adds a rough tolerance, throwing an error if the search distance is large.

Includes updates so this notebook can run on the pangeo-notebook:2023.03.27 images.

I otherwise tried to leave the notebook as it was.
