Precompute routines #6

Precompute routines need to be formalized and added to either impact-tools or some other package structure.

why aren't these just scripts? Windowing functions and other tools should be added to impactlab-tools but it seems to me like "prepare this dataset of windowed gdp" is a script. Unless you're envisioning a master do-everything package...
