Also includes Bryans change to Audit trail (moving from variantCentralItem => VariantView)

@gcheung-SF whenever you get a chance to review, no rush... just adding the cspec feature to this repo as I did not do so before winter break. 👍 Here is the PR from the other repo to compare against: https://github.com/ClinGen/gci-vci-aws/pull/737/files

Only additional code is Bryans change to Audit Trail that has not been added to this repo. (in variantCentralItem and VariantView)
