This PR includes the following:

CLINAWS-637 - Add to send about iri and report_id in messages get sent to Data Exchange
CLINAWS-647 - Add AnimalModeOnly key to publish message
CLINAWS-503 - Add logging to CloudWatch for errors and successfully sent messages that get processed in messages controller.
