VP: Enable 1:1 transfers to the VCI #183

Currently users cannot transfer variants identified in the VP to the VCI within the interfaces. We should enable this action, ideally including some details of which filters were applied.

Options for providing filter information pre-evidence specification:

  1. Allow users to make a comment that will be added to the VCI audit trail when the transfer occurs
  2. Provide a structured comment in the VCI audit trail describing the VP filter's applied

In the long run we would like evidence from the VP to be auto-placed in the VP, this requires us to have evidence specification within the systems.
