Affiliation updates late Sep 2022 #249

  1. Add all new affiliations starting with 10129
  2. Add approver to affiliation 10016 (Diabetes in the affiliation spreadsheet tab)
  3. Please update the affiliation name for 10127 to "Clalit Genomics Center" (with the S).
