Change MOI in gene curation in the UI #326

Allow users to change:

  1. Undetermined MOI to anything else
  2. Between either AD or XL or Mito

but when they do: 1) we must provide help text informing them: a. they will need to make new selections for their variants they already have in the record b. they would need to re-save and the classification in order to save the MOI on the classification

2) the GCI would check the new GDM would not be a duplicate

3) we would need to send a message to the gene tracker (via the Data Exchange)
