Explore if it is technically and logistically straightforward to allow curators to transfer curations in specific circumstances:

From their dashboard to the "parking lot" affiliation (with the idea they would eventually be deleted)
To support variants being transferred from fully approved VCEPs to the proposed "legacy" affiliation.
