Auto-release approved records to the ERepo from the VCI #355

Release all approved records from Step 4 VCEPs directly to the ERepo, removing any manual requirements.

FYI: on variant curation call 2/2/2024 request that we don't use the word "publish" because it infers a paper has been published.
