Currently in the VCI a user can add a MONDO ID to a curation after a record is approved, and then publish that to the ERepo. Importantly this is obvious from the UI as the user can see the ERepo publishing modal and the "curation reasons" modal.
For the CSpec (which is now required for publishing to the ERepo) the user only sees the "some VCEPs cannot publish to the ERepo" blue banner if a CSpec is not attached to the curation.
CSpecs cannot be added to VCI records until they are approved, which means this is creating confusion among VCEPs who are using the VCI to pilot their variants.
