Capture, prioritize, and specify v4 features not in v3 #381

A large number of features not in have been identified that would benefit the v4 curation workstream. The goal of this ticket is to, in an organized fashion:

  1. Capture and document those requests
    1. Requests are captured here : v4 new features
    2. Prioritize the features for scoping/specifying
    3. Provide guidance for the development team on future needs for the v4 system
