Add docs on setting up Postgres for local development #119

I'm working on infrastructure, and I was checking the docs to see how to set certain things up, and I noticed a broken link. I don't want to get sidetracked, so creating an issue to address this later.

The broken link was the link to setting up Postgres for local development in https://github.com/ClinGen/stanford-affils/blob/main/doc/tutorial.md#get-started.

It looks like the Postgres docs are missing... I will check older commits.

Weird, maybe I never added these docs to this repo. I have similar (maybe the exact same docs) in the HCI repo: https://github.com/ClinGen/stanford-hci/blob/main/doc/howto.md#set-up-postgres-for-local-development.

We do have these docs, however they were in the contributing.md file and not the how-to.md. I have just made this PR to change the location.
