Make sure the flow cell retrieved from PDC is the latest version

Description

A few flow cells have been backed up multiple times. However when we fetch them from PDC we do not ensure that it we are fetching the latest version.

Suggested solution

• When parsing the query for which flow cells are backed-up, also parse the date.
• Fetch only the latest file

This can be closed when

We are sure that the latest backed-up flow cell is fetched when set to requested
