Remove cg / hermes redundancy #2762

Description

Tags in cg/constants/delivery should be removed from cg and moved to hermes. To differentiate between sample and case level delivery, a distinction has to be made in atlas, perhaps by introducing sample-deliveyr case-delivery
WORKFLOW_PROTECTED_TAGS should be removed from cg and a tag should be added on hermes such as long-term or long-term-storage that we can the use instead

@ivadym please update this description if needed

Suggested solution

Move storage/delivery logic to HK & adapt CG accordingly
Remove WORKFLOW_PROTECTED_TAGS logic in CG, keeping the legacy tags to avoid cleaning old cases

maybe we also need to store deprecated tags to avoid deleting old files
