deprecate cglims

Aim: Transfer whatever code is being used (if any) from cglims to cg_lims

[x] identify what code is being used

https://github.com/Clinical-Genomics/development - whats the plan with this repo? Should be part of atlas?
https://github.com/Clinical-Genomics/servers - just creating cglims aliases. The alias is allways cglims
https://github.com/Clinical-Genomics/atlas - one reference in mip document wich might be incorrect. Issue created.

Hi, Sounds as a good idea. Suggestion: if no issues are to be placed in the cglims repo can we add instructions in the cglims README file on where to place issues instead? (Maybe in this repo?)
