Fix/add rapid flowcells #30

This PR adds:

Function to add legacy rapid flowcells into db

How to prepare for test:

[x] ssh to hasta
[x] Install on stage: pip install pip install git+https://github.com/Clinical-Genomics/cgstats@fix/add_rapid_flowcells

How to test:

[ ] cgstats select HB07NADXX check that FC does not exist
[ ] cgstats add -m 2500 -u Unaligned-Y101I6nY101 /home/proj/${ENVIRONMENT}/demultiplexed-runs/150114_D00134_0168_AHB07NADXX/
[ ] cgstats select HB07NADXX

Expected outcome:

[ ] Flowcell is correctly added into cgstats
