MWX samples should not go to rerun in sequence aggregation? #172

Lims Issue

Work Flow: NovaSeq v2 Protocol: NovaSeq v2 Step: Sequence Aggregation

Description: For samples with apptag starting with MWX: "The number of sample drop-outs should not exceed 10 % if they have passed Reception control", from AMdoc 1764, table 3. One suggestion is to not automatically suggest that MWX samples go for rerun in the sequence aggregation step. These projects are often very big and sequenced in batches, it's in the last delivery that the 90% criteria should be checked. We can also not know if a sample has passed reception control in the sequence aggregation step.

If this change is approved: samples with apptag starting with MWX should never be proposed to go to rerun in this step.

@emmser do we want to have this change in sequence aggregation? I believe so. Also something to implement after summer in that case.
