move CI reqs to CI config

This PR fixes the CI build problem due to tidy installation problem

How to test:

• [ ] look at travis checks

Expected test outcome:

• [ ] check that all checks are green
• [ ] Take a screenshot and attach or copy/paste the output.

Review:

• [ ] tests executed by
