Switch to github actions #40

This PR switches to use Github Actions for CI. The workflows that are added are

Installation tests
Test suite
Coverage
Build and publish
Linting

Expected test outcome:

[x] check that the actions work
[x] Take a screenshot and attach or copy/paste the output.

[x] "Merge and deploy" approved by @moonso Thanks for filling in who performed the code review and the test!

This version is a:
