feat(archiving) Add function to fetch all unarchived files

Description

To support archiving of files within the DDN Dataflow, it proves necessary to be able to fetch non-archived spring files and to get the bundle name from a file path. This PR addresses this by adding the functions to read.py.

get_bundle_name_from_file_path in read.py
get_all_non_archived_spring_files in read.py
