Allow for latest 1.4 version #142

Description

I want to use the latest 1.4.x version when upgrading in cg, and the way it was locked here only allows for 1.4.0. The version used in housekeeper and cg will remain on the 1.3 series until the initial migration in cg is completed.

Good initiative! I guess there are no breaking changes between 1.4.0 and 1.4.X? Also, I guess we need it to be higher than 1.4?

No, there should not be any breaking changes. We need to still allow for 1.3 since that is the version used in cg. However, in the cg branch migrating cg to 1.4, housekeeper currently locks it to version 1.4.0
