Containerize housekeeper CLI #170

Description

Housekeeper is probably a better repo start with to pilot the CLI containerization since it does not have so many dependencies.

This PR:

Adds a new workflow which publishes images for feature branches and tags them with the branch name
Updates the existing build and publish action to tag the images with the version and latest
Simplifies the existing Dockerfile
