Retire alchy

Moving code base from alchy to sqlalchemy

This PR adds:

• Migrate models from using alchy base to sqlalchemy
• New classes to handle HousekeeperAPI logic using new models
• New fields in some of the models (backwards-compatible)

To do:

• Unit tests for new API
• Connect the new backend to CLI
• Migration strategy
