Add a CHANGELOG and prepare release 1.0 #12

Fix #11 .

We need to create a fist release of this software to deploy it in production (via a github action that pushes the image to Docker Hub). This image will be pulled by podman on the virtual machine prod server. I'm not really sure if we should go for version 1, perhaps we could maintain the original version (0.1)!

This PR adds | fixes:

Adds a CHANGELOG file with content of release 1.0
Adds a CHANGELOG enforcer github action

This version is a:

[x] MAJOR - when you make incompatible API changes
[ ] MINOR - when you add functionality in a backwards compatible manner

Thanks @henrikstranneheim! Now we just have to hope that the action works and pushes to Docker Hub prod when we create the release 🤞🏻
