Samtools hotfix #101

Description

The features of this PR primarily concerns internals.

Summary of the changes made:

Changed the build version of samtools to prevent a faulty Singularity lookup
Changed missing sample_info from an ERROR into a WARNING
Blacked the code

This hotfix was made in response from the incorrect samtools build running.

Testing

The update is a hotfix, it is thus sufficient to rely on the development testing along with the Travis self-test automatically applied to the PR.
