Show overlapping SNVs for MEI, add overlapping MEI for SV and SNV #3955

The MEI view currently only has overlapping SVs.

Hm, this may be unexpectedly hard. Probably requires extending the compounds concept rather than the overlapping one. But MEIs could be made to overlap with SVs and seen from there.
