Changelog entries for PRs that stay along over a release can easily end up on the wrong block of changes, under a now "older" heading. Having a changelog reminder that checks the latest block, be that unreleased or the latest release, for edits would be useful.

Spin out a small action to check the latest section of a changelog for changes, possibly aware of the difference between a release branch PR and Unreleased feature branch ones.

Changelog-enforcer can potentially enforce changes in the latest version block? It appears not after some testing #4664.
